Senate approves the Act on Greater Security for Flexible Workers
On 8 July 2026, the Senate approved the Act on Greater Security for Flexible Workers. The bill has therefore now been passed by both Houses of Parliament. The Act aims to provide workers on flexible contracts with greater certainty regarding their income and working hours, while further reducing the differences between permanent and flexible forms of employment.
In a previous article, we discussed the key amendments adopted by the House of Representatives during its consideration of the bill. These amendments now form part of the Act as adopted by Parliament.
The Act is expected to enter into force on 1 January 2028.
No longer a question of ‘if’, but of ‘when’
With the Senate’s approval, the parliamentary consideration on the Act on Greater Security for Flexible Workers has been concluded. For employers, the focus therefore shifts from the content of the bill to preparing for its implementation.
In particular, organisations that make extensive use of on-call workers, fixed-term contracts or agency workers would be well advised to review their workforce and contractual arrangements in good time. This includes, for example, the deployment of on-call workers, roles that are structurally filled with fixed-term contracts or agency workers, and identifying what changes will be required in employment contracts, HR processes and personnel policies. Timely preparation will help organisations avoid having to make significant changes shortly before the legislation comes into force.
Motion on support for employers
At the same time it approved the bill, the Senate adopted a motion calling on the government to develop measures to support employers in implementing the new rules. How these measures will be implemented remains to be seen.
